Re: Docket No. FDA-2011-N-0529 I strongly urge FDA to provide fee waivers and reduced fees for small businesses. Start-ups and very small businesses, such as those grossing under half a million dollars annually, should be completely exempt from fees. Other small businesses should qualify for reduced fees based on their gross income, with additional considerations provided for those businesses that sell directly to consumers. In addition, the agency should ensure that its fee structure does not penalize rural businesses. Sincerely, Amarantha Harrison
