The legislation toughens regulations and inspection and places the burden on the producers to follow these strict standards. It follows some well-publicizes incidents of contamination in recent years of items that Americans eat every day, including peanuts, spinach, and eggs. Yet the legislation is aimed at large food producers and packagers, but could also affect local farmers who sell produce at local markets. Also, seed stocks could be put under the control of the government. Ultimately, the legislation will raise compliance costs for smaller producers, putting them at a disadvantage against corporate farmers who can more easily absorb the cost, fees, and possible fines.
