Ideally, the tobacco industry should do the socially responsible thing and cease from manufacturing a product that harms those who use it. There is no other product on the American market that is allowed to remain on the shelves if it's found to be defective or not healthy for consumption. Regardless of how the consumer using this product it still maims and too often kills the user eventually. Let's make some hard decisions that cause the tobacco industry to cut back on the chemicals they include in their manufacturing process. That would go a long way in reducing the number of people who become addicted and stay active users, but it would also mean reduced profits for the tobacco industry. Are we ready for that?
