I believe that this change should be made as long as the level of event is the same, not just the type. For instance, if a facility was hit with a category 3 storm twice and was mitigated to a category 3, they should not fall under the rule if next time they are hit with a category 4. I also believe that this rule should be institued for coastal communities and flooded communties for residential property.
