This proposal is a great first step towards the mitigation of responsibility that should be found elsewhere, such as homeowners/business insurance. I would have liked to have seen a decremental scale, such as 75% the first occurrence, 50% the second occurrence, 25% the third occurrence, and 0% after that for the life of the building and not just for 10 years, but again this is much better than what we have been doing in the past. If the people want to take a greater risk on living in certain areas then they should accept greater responsibility and the premiums that come with that instead of relying solely on the government.
