The IACP’s Comments on National Incident Management System Intelligence/ Investigations Function Guidance Document Intelligence/Investigations Function Guidance Document (November 25, 2008 draft) Synopsis This document is a “guidance” document intended to assist Incident Commanders and members of a Unified Command in utilizing the Intelligence/Investigations Function in other locations within an Incident Command System (ICS) ORG Chart based on the role they will be fulfilling at an incident/event. Comments The IACP believes this document is a good framework for deployment and verification of emergency resources and addresses many issues that FEMA has been confronted with during major disasters. Specifically, the ICS is used by emergency responders, government agencies, and private sector stakeholders to facilitate a coordinated response, using the appropriate resources. The ICS has always been, and is designed to be, a flexible, modular management system, allowing Incident Commanders to implement the elements they need and to help them manage an incident/event. This document provides options for utilizing the Intelligence/Investigations Function at an incident/event, while maintaining its flexibility and usefulness in any situation. Finally, the IACP is pleased with the deployment authorization letter/form and would like to reiterate that the letter/form should be sent directly to the Incident Commander or Unified Command.
