The only real substantive addition I would make to these forms is to make them available as "forms fillable" PDF files. This would allow users to keep an electronic copy of the forms on a laptop and fill out the forms directly on the laptop. In making the ICS forms electronically fillable, information that would be common to each form should be populated to the proper place on all other forms once it is entered for the first time. This would shorten the time required to complete the forms (especially on extended-duration incidents because one master IAP could be saved for the incident and then a new copy could be saved for each operational period) and it would decrease keypunch errors putting repetitive information into multiple fields across the individual forms.
