Attachment 1 describes the topic of flying water dropping helicopters at night for
firefighting. Double safety issues existed with this type of flying, first for the pilot, and
second for those on the ground being threatened by the fire. A course that can teach the
limits of safe helicopter flying at night might help both the pilot and those on the ground
based on this attachment.
Attachment 2 describes the topic of using emergency cargo containers to place public
emergency supplies. This is a notice by one City to eventually use the containers. Since the
notice provided evidence the containers were going to be used, training on these containers
might be practical.
