These seem to be a redundant version of what the NWCG has developed for the same positions. I think that there is going to be confusion about whether the FEMA or NWCG taskbooks are the standard to be used. There has to be acceptance of one by the other to be useful. If there is not going to be a reciprocity agreement, the FEMA taskbooks need to specify Type III in addition to all hazards. This is also a point of contention in that it is very difficult to complete the tasks on a Type III incident when the books are written as a copy of the Type II or I books from NWCG.
