During a disaster response and recovery situation it is important to have a uniform method of communication and way of requesting assets. While the proposed national template provides a way of standardizing the types of asset teams that can be requested, if agencies (local in particular) do not predefine teams (personnel and equipment) that fit into the FEMA format, the benefit of the template is significantly hindered. Even if agencies adopt the template, predefine who and what equipment are part of the response teams, but are not comfortable with NIMS or have established communication plans with other agencies, the benefit of the template will be reduced. As noted in the document, state and local agencies are not required to follow NIMS or use the template. While the template is not required, the template still provides a good foundation for agencies to establish their own response teams if they choose not to follow the FEMA format. The proposed template is a good starting point for agencies to identify types of emergency conditions and plan for required staffing and equipment needs. Promoting NIMS training information to public works organizations, providing assistance in joint exercises, and identifying operational and communication barriers is an essential component of fully achieving the benefit of the proposed template. Getting more experience and buy-in for NIMS by public works agencies should be a high priority for FEMA. Without integration of NIMS at all levels of government, the proposed format will likely face a lot of operational challenges when put to use.
