This new rule not only affects the State Plans, but also the reviewing of the plans. Although the regulations require FEMA regional offices to review plans within 45 days of receipt from the state, with plans coming in more often FEMA does not have the manpower to keep up with state and local plans. Additionally, you add the new requirements placed on updated plans in 2007 and now in 2012, the pressures on states are only compounded. The biggest issue is the funding for plans that is diminishing which can only cause local plans to dwindle as well. Please change the updates from three years to five years.
