COMMENTS ON PROPOSED RULES, REGULATIONS OR AGENCY ACTIONS: I would recommend reimbursement for over-time hours of emergency and city personnel or any hours that are expended beyond the normal working conditions. You are simply trying to reimburse the cities for the excess expenses that they would not have incurred but for the hurricane and for the expenses that are not being reimbursed by insurance.
