"provide federally recognized Indian tribal governments the option to make a request directly to the President for a Federal emergency or major disaster declaration, or to seek assistance, as they do presently, under a declaration for a State." This, in my opinion, is politically correct nonsense. If the tribal governments chose not to seek assistance through a State then they should go through the Bureau of Indian Affairs at the Department of Interior. Sending a request directly to POTUS bypasses the validation phase that occurs at FEMA. In fact, the Bureau of Indian Affairs (under Interior) should have a liaison at the NRCC specifically for the tribal governments, if it doesn't already.
