Part 4 – Pedestrian Signal Warrant:
While I support the new warrant, as it is long over due, it does not go far enough.
The pedestrian and bicyclist are equal users of a roadway to a motor vehicle and
should be treated equally. The warrant should not be separated from any of the
other vehicle volume warrant. Pedestrians and cyclist should be counted within the
same warrant as motor vehicles and the combination of all intersection “volume”
determine if a signal is required. Other jurisdictions outside the US have handled
the signal warrant this way for years. Let’s start here and be inclusive.
