The rule makes sense. It is a good idea to require real-time publication of traveler information as one effort to reduce congestion. I only have a few remarks regarding this rule: - The rule does not require making multi-modal information available, such as transit times. - How would metropolitan areas define the phase 2 metro roads? - Should there be conformity around the country in symbols and colors, so that travelers can easily identify its meaning when they travel across state boundaries? - Table on p. 1994 seems to be wrong. It looks to me that only the first item belongs under construction. Thank you!
