We offer the comments in the attached Word file in response to the Notice of Proposed Rulemaking published on January 14, 2009. Our comments focus on: (1) requiring the reporting of transit events in MSAs, (2) encouraging public-private partnerships in system development, and (3) guaranteeing public accessibility of the traffic data.
