Half of urban trips are under 3 miles. About half of those are less than one
mile. The first goal of congestion relief is to get those people out of their
vehicles and onto bicycles, on foot or in transit. Sidewalks and bicycle
facilities need extra focus as they are deficient today. These modes also
require lighting, minimizing crossing distance and a cordial streetscape.
Assuming congestion will be solved by accommodating all vehicles has been the
mode for over 50 years, and it is failing miserably.
Focus on the pedestrians, cyclists and transit riders. These are key to the
congestion relief you seek.
