I support this effort by FHWA to improve the research process in the area of transportation human factors. It should greatly improve the speed and efficiency with whcih FHWA conducts its research program.
I agree with the previous comment by Dr. Lerner concerning the language that research participants should contact FHWA to enroll in studies. When the research is being conducted by FHWA contractors the research participants would contact the contractor not FHWA directly.
It is often the case, as well, that research participants are recruited by the researcher directly contacting potential participants through pre-existing lists of community members who have expressed their interest in participating in future studies. I would hope this type of recruiting, commonly called "subject pools", would be covered by the notice in the docket.
