Do local agencies have the money for another "funded" unfunded mandate? How many times can you spend the same shrinking federal aid dollars? Should measuring pavement markings (PM) retroreflectivity and repainting them take precedence over plowing snow (which removes PMs rather efficiently) or patching potholes? I totally disagree with this requirement!!! If there is no additional money for it - we shouldn't be required to do it!!! You are setting road agencies up for yet more liability. How can anyone think that you can maintain these standards against a lawsuit?
