I represent a small (population 94,000) county in eastern Ohio as County Engineer. We currently maintain centerline striping on about half our roads - generally above ADT 1000 (we have already cut our striping due to funding considerations). This is above the standard set by the Ohio Manual of Traffic Control Devices (requires centerline striping above ADT 6000). We feel that centerline striping is an important safety feature - we are particularly prone to fog conditions. The proposed reflectivity standards will force us to cut our overall striping program even further, which will make our roads LESS SAFE. We will end up striping a very few of our roads, but they will meet reflectivity standards. I suggest that if you do end up proceeding with this unfunded mandate, at least limit its effect on roads over a certain ADT (6000?). This will allow us funding challenged locals to make decisions which will make our overall systems safer, while not putting us "out on a limb" in terms of liability.
