I felt that the rule was well thougth out and seemed to apply the information obtained from the various state DOTS. One thing I was wondering about was the two designations - interstates (4 years) and metro routes of significance (6 years). There are in most states non--Interstates in rural areas that would be candidates for gathering data. This data woudl be similar to what would be desired on a rural interstate. these are typically limited access routes that happen to be a US or State route rather than a federal Interstate System route. Was this type of route considered to be added to the subset with the Interstate group (4 years)?
