I have two comments regarding the proposed language. First, in 23 CFR 627.5(b)(4)(B), it states that a VE analysis must be done on an applicable project if there is a change in the scope or design of a project after final plans have been advanced to letting to construction that increases the project value above the minimum threshold. My question is, how is there time to conduct a VE analysis at that point? It is too late to start a VE analysis once a project has been let to construction. Second, in 23 CFR 627.9(c), it reads "must conduct a value analysis." Is this supposed to read "must conduct a VE analysis"? Thank You
