The section by section discussions at the beginning of the document indicate that Section 627.3 – Definitions would “clarify and consistently reference the requirements associated with conducting a VE analysis versus a VE study”. The proposed changes mostly reference VE analysis. There was no definition for VE Study. Throughout the entire document “value engineering”, “value analysis” and “value engineering analysis” are used interchangeably. Nothing was “clarified or consistently referenced” by the changes.
