The Washington State Department of Transportation appreciates the opportunity to review and comment on the FHWA's Proposed Rule on Value Engineering, contained in the June 22, 2011, Federal Register. After reviewing the proposed rule, WSDOT has outlined several comments in the attached letter that we would like FHWA to address in the final rule.
