Attached is a memo summarizing my comments on this docket item. Key to this are the nine questions asked to FHWA at the end of the memo:
1) What is your strategy for the future of the MUTCD and the uniform application of traffic control devices for safety?
2) If efficiency through the executive order is a priority, what is FHWA doing to enhance the user experience of the MUTCD (graphical support, web support, research into new operating systems, YouTube and touch screens)?
3) What is FHWA’s approach to organizing material in the MUTCD (for example by device and application, current approach, function,….)?
4) What focus and commitment to traffic control research and experimentation will FHWA provide to improve safety and uniformity of traffic control devices in the USA other the current approach where it competes with drainage, pavement and structures funds?
5) What more will FHWA do to support state and local agency experimentation – streamlining the process , working as a collaborative partner and providing resources rather the the current imposition/mandate process?
6) How did FHWA see the states and local agencies that approve the MUTCD implementing this change according to the executive order to reduce red tape, streamline and operate more efficiently?
7) What is FHWA’s schedule (including time for review) and outreach process for updating the MUTCD once this decision is made?
8) Can you express what the support is for improving each of the following with this proposed action (safety, uniformity of traffic control devices, efficiency and the definitions required in Executive Order 13563)?
9) Does FHWA support the NCUTCD Strategic Planning effort and how did they see this action advancing this effort?
