I don't believe splitting the MUTCD into two documents is a good idea, because it would require road agencies to cross-reference the two manuals to get a complete picture of what is considered the current best practices. As it stands now, the MUTCD has that all in one place. I think some road departments wouldn't bother to go through the effort. I can think of several in my area that are either incapable of complying with the MUTCD or unwilling to do so, even in its current state, and I don't see how splitting the manual would make things any better.
