I disagree with the recommendation to split the MUTCD in two. It is obvious that the reorganization will create disorganization, what isn't so obvious is the effect it will have on road engineers working in environments with cyclists. Road engineers who have access to this document have a document that allows them to propose integrating cyclist traffic control devices into their projects.
Students, engineers and professors alike have ONE document at their disposal that is approved by the Federal Highway Administration. Let's keep it that way.
Don't eliminate anything. If your ends are to organize the document than it should simply be made more user-friendly.
