With respect to FISCAL-FMS-2009-0003, I aree to direct deposit as the standard. Persons should be able to retrieve all of the money at one time, rather then a retailer's $50 or $100 store limit; by going to specific financial institutions with their ID so they reduce withdrawal fees to a statutory maximum. Being disadvantanged by being denied a personal acount due to a bad credit rating is harmful to the weakest segment of society. Give the poor a break by requiring larger financial institutions to allow recipients of federal funds to obtain their full payment at one transaction, with very minimal charge, please.
