Commercial Drivers License Testing and Commercial Learners Permit Standards

The rule change is long overdo except for the 21 year age,what about the local intrastate drivers who only operate within their state ie; farmers,family trucking etc. They should not be restricted to 21yrs.as it is they are allowed at 18yrs.
