§383.153(b)(1) Prohibiting the use of a photograph of the driver on the commercial learner’s permit:
The logic behind this decision is understood; (one ID document per person and the two-part nature of the DL/CDL IP); However, in order for this to have any validity and consistency in Idaho, photos would have to be removed not only from CDL instruction permits but also from other permits that must be carried along with a valid driver’s license such as a motorcycle instruction permit and; Issuance of an ID card and a driver’s license at the same time would also be disallowed. These changes would require legislation, software changes and expense. We support one customer one record, but we do not support the concept of only one license or ID at the same time. Disallowance of IDs and DLs at the same time would remove a public benefit.
