First the FMCSA needs to be clear on both regulations and guidance. The FMCSA needs to clean up outdated written regulations that conflict with the guidance. The best example is regarding medications that carry a sedating warning, the regs state the driver can drive while on these meds if the prescribing doctor will write a note that it is safe to drive while taking these meds while the guidance states they should not be certified. You have a medical director and the MRB that can write the curriculum and make it open and free for studying and should be on computer. Teaching should be self study and the exam should be via a metric testing center., I.E. Prometerics. Please have updates re annual changes in guidance and interpretations. Local chapters of physicians or mid levels can be easily presented. Simply, do not meke this a 'money making venture' for a few national organizations.
