I am in total agreement with the proposed ban of Cell phone usage and cell phone texing. WHAT i am against is the fines that can be imposed on companies. The companiy can have all the rules and regulations to ban or prohibit the usage of cell phones, but will never know when an employee is using it until the enforcement write up comes in. There is no way a company can enforce this proposed mandate of a driver on the road several hundreds of miles from the terminal. This part of the proposed regulation is totally unfair to the corportation. The corporation needs to be alerted to the infraction, the dsriver needs to have some sort of punitive action placed against him buit the company should not receive a financial imposed fine for sosmething they can not enforce. Look at the states that have this rule, Ct is one of them, when I was in Ct a few months ago everyone was talking on a cell phone driving including the State Police, City officers, so how do you expect the transportation companies to enforce ment.
