I do not see a good reason for any new rules on the books in this situation. A distracted driver who is causing problems for others on the road is a distracted driver, and can/should be detained as such. If the driver is maintaining proper control of the vehicle, and is aware of the current situation and surroundings, no otherwise legitimate activity needs to be prohibited. An experienced driver would be foolish to attempt to partake in any potentially distracting activities while in late afternoon traffic in any large city in the country, but knows that on a straight unoccupied road, he/she has the excess mental capacity to partake in other activities.
Law enforcement is busy enough with legitimate hazards to society, and should already have the tools to deal with hazardous drivers. The proposed is an unnecessary addition to regulations, and should be dropped.
