As CEO of a large carrier and member of ATA's Executive Committee, I am not in favor of this exemption. It has nothing to do with safety but caters to a large farming special interest group. The just in time justification is no more relevant than retailers would have for Christmas, building products companies would have for construction season, snow blower manufacturers would have for the start of winter and the list goes on and on. No exeptions, everyone plays by the same rules and farmers deal with just in time needs the way everyone else does. They either pay more or build inventory to support their unique seasonal needs.
If safety is the overarching goal here, every exeption is responsible for watering down that overarching goal. Let's develop one set of rules that everyone plays by, period.
