You have GOT to be kidding!!! This is so out of proportion and inappropriate for average farmers that it is ludicrous. It will burden the small farmers so that it will put them out of business. Plus you'll be killing many of the experiences young people have of learning and earning on the family farm. Get rid of this idea!
