not allowing 2 restarts in 1 week only hurts driver,doesn't hurt company,other than lost production,only reason to sit when you have hours to work would be t o wait to get a load,usually unpaid,driver couldn't pick up hours,would gain a zero to pick up the next week((8 days).You cannot work more than 70 hours in 1 week if you are taking 68(2 restarts) in 1 week,thank you
