It would appear these individuals have found a way to compensate for the loss of vision in one eye. However, I am under the belief that this condition – loss of vision in one eye – results in a 25% decrease in the size of the field of view (see Neuro Optometric Rehabilitation Association, Implications of Aquired Monocular Vision (loss of one eye), http://nora.cc/content/view/26/70/), and difficulties in depth perception (Id.). These seem to be major complications for the driving of commercial vehicles. While none of these individuals have been in a crash over the past three years, I would still feel more comfortable if there was a test or method, or perhaps stronger criteria/standard justifying each doctor’s doctor’s recommendation, to assure each individual’s impairment will not unreasonably increase the risk for a future accident. Without such an assurance, I can't see how these exemptions would "achieve a level of safety that is equivalent to or greater than the level that would be achieved absent such exemption."
