While I agree with the intent of the new regulations, what has been created is a 2 tier meal pattern. What happens if a district decides not to submit documentation? Is there a fiscal penalty above and beyond not getting the 6 cents?
Why not just implement the revised meal pattern and increase the reimbursement, and hold districts accountable to comply as is done now.
You cannot create an incentive for something that is not optional.
The way this is being implemented is unnecessarily complicated, convoluted and creates an additional administrative burden for all levels involved.
