I fully support the passing of this rule, as it will ensure that children who qualify for and request free or reduced lunch will be able to access that service, while at the same time ensuring that there is no abuse of the system. One flaw is that this may result in families waiting longer to hear back on their eligibility, and not all families can afford, literally, to do that.
