When fraud is suspected, the state agency should send the replacement card expedited. Or use a different method than they normally use to determine where the fraud is coming from. And the benefits should be reduced. I think alot of people commit fraud because they get too many benefits (just for SNAP Assistance). And some are unknowingly labeled as a community "social helpers". Instead of each house applying separately everything is combined together on one card for several different households. So instead of losing the money, they sell benefits or try to cash them in somehow.
