I believe we should stop enabling and treat people as adults and not children. If you lose a bridge card, that person should go in person to get a replacement. I have not lost my identification in 40 years, so to allow 4 replacements per year by each and every person is proof that a solution from excessive fraud is not really the desired result. Require responsibiltiy for gosh sakes.
