I would just like to voice my support for this rule change, however I would like to suggest a few additions:
1. Make the new cards bigger. A 3"x5" card is much more difficult to lose than a credit card. They may be more expensive to manufacture, but the benefits should outweigh the costs.
2. Make the cards bright orange or yellow. We all love the picture of the bridge and the sunset, but that wont help you find the card when you've dropped it in the dark. Neon colors will.
3. Put a photo ID of the authorized user on the front of the car. Again, benefits will outweigh the costs.
4. Print the laws and penalties for fraud on the back of the card, so that anyone selling or purchasing said card knows what to expect.
I feel that all of these should be implemented, but it's sadly not up to me.
