Doesnt this whole process sort of throw out "innocent until proven guilty".. I think the bigger issue is to find the SNAP users who are selling their cards as well as selling them to one another. I work at a store and have been asked several times to partake in this activity(to which I have declined). However, I do often times see patrons with MULTIPLE cards(I assume they cant all belong to them) and I also see restaurant/deli owners who make large wholesale purchases with different SNAP cards (I'm assuming they wouldn't normally be eligible to own a store and get EBT). It is similar to the case of drugs. If you arrest the dealers, new ones will jump on the ability to make the money left over. However, If you curb the amount of willing abusers, there will be little to no market for the activity. Also, It is difficult for me working in the retail field to fully understand what "Flagrant" means in the provision. I would assume it would be something that is EXTREMELY obvious (and I'm all for logic over law), But I am concerned that in this case, it would make more sense to launch a full investigation, and more importantly one on the recipients of the program.
