The proposed rule changes are not in the best interest of the American public,
industry, or shortline railroads. I am opposed to any efforts that will limit
the access of RRIF funds to these railroads. If anything, the rules should be
altered to give more access to RRIF not less. Considering the current state of
the economy and fuel costs, I am puzzled by the proposed amendments and see them
as being completely ill-timed.
