The NPRM discusses Section 213.57 Curves; Elevation and Speed Limitations. Under this item there is further discussion about restricting the configuration of track to incorporate reverse elevation by design. There are at least two situations where it is desireable to incorporate minimal reverse elevation by design. Those situations are: grade crossings in which the roadway profile is opposed to desired track elevation and in special trackwork where the turnout may be located in a slight curve which is opposite the turnout curve. In both of these situations the incorporation of reverse elevation may be desired to minimize: 1)the potential highway hazard and 2)allow for the placement of special trackwork/turnouts to accomodate connections to sidings and other facilities.
This issue should be investigated and criteria developed to permit minimal reverse superelevation by design.
