I think this is an excellent rule. Bus and air travel already have removable window and exit illumination requirements. A train wreak is a terrible incident that can and does result in doors, windows, and other exits being blocked by debris and passengers need alternative routs of escape. In addition the illuminated exit signs would be helpful, but they would need their own source of independent power in order to be useful, as a serious train wreak requiring evac. would probably result in loss of power to the passenger cars.
