I am the mayor of the City of Bellewood, KY, which is 3/4 mile north of the St. Matthews rail crossings. With autumn coming and residents likely to have open windows, especially during the night, I request that the horn blowing be suspended. If airplanes have to fly to minimize their noise in populated areas, and regulations can be enforced to limit the noise from cars and outdoor events, I cannot discern why the railroads are allowed to blow horns which can keep people awake a mile away from the source. If horns need to be blown, the technology is available to target the sound in a line directly in front of the train. That technology needs to be applied. My neighbors and I are not in danger when we lie in our beds, yet we are subjected to the same warning as an automobile waiting patiently at a gate for the train to pass. The rights of too many citizens are being violated to provide the railroad and the regulators a modest increase in prevention of rail accidents.
