Two comments
Under the existing system the Districts in the state do the highway part of the survey, type it up and submit it to the central state agency. They in turn retype the same information for submission. The retyping is a waste and the need for it should be eliminated in the new system.
There should be a place available in the inventory to note if the crossing has a rigid pad (such as asphalt or concrete) either under the railroad ties or under the track ballast. This is important because some road owners pay to have such pads installed since it improves the longevity of the crossing and the long term ride comfort for highway users.
