Due to typographical errors, I wish to replace my comment of 10/28/12 with the following (including attachment):
Comment 1: Considering the commendable work of FRA and RSAC in addressing rail integrity, CWR, high cant deficiency operations, and concrete crossties, I recommend that FRA task RSAC’s Track Working Group to make necessary changes in Subpart G to make those provisions consistent with the provisions in Subparts A through F.
Comment 2: Section 213.3(b) (2), should include the language proposed in the NPRM and the following text at the end of (b)(2): “At a minimum, a plant railroad which is not subject to the exclusion in this Subpart must comply with Subparts B, C, D, and E of this part. If the plant railroad elects to designate the track as excepted track, the plant railroad must comply with all provisions of this part.”
