I agree and rather like FRA’s proposed because it provides a sense of checks and balances by giving the railroads flexibility to decide how to address safety issues that could affect their customers, employees and the overall operations of their business while also allowing the FRA an opportunity to review, approve and audit the railroads SSP for any needed adjustments or corrections.
However, I believe each SSP that is put into effect needs to be reviewed at least once a year to determine if any adjustments are currently needed. I also believe any SSP that could affect the public should be made available upon request or posted to the railroad’s website for the public to review. An example would be the SSP for transporting possible hazardous materials through a residential area. How would a derailment be handled in this situation?
